Hitler needed a way to blame all of Germany's problems on something, by doing this he could alienate the Jews and justify his hatred towards them

Government refers to the organization in which the group of the people govern the nation. The main aim of the government is to protect its territory from the others.

The government of the Woodrow Wilson brought the Revenue act which was enacted in 1913, it lowered the rates of the tariffs. It included the graduated income tax for the people with the income of more then $3000 dollars.

Thus in this way the number of the tax payers significantly increased leading to the new reforms in the taxes.
