The Yuan dynasty was not officially proclaimed until 1271 by Kublai Khan. One of their many traditions were about expanding the dynasty in the traditional Chinese style. At the time China was imbalanced in standing of government, meaning the western most parts of China were separately ruled and had different outlooks on the situation. It was written than Genghis Khan founded the dynasty. So in other words I think they took to more of the foreigners who were coming to live their because the two sides had different outlooks.
