Because Wilson was President during WWI. During this period, many men had to join the military to fight in Europe, leaving their work positions in the U. S. vacant. This gap in the workforce was often filled by women and children. This change in the nature of the workforce needed to be regulated, and this was a matter that concerned President Wilson.
