The Emperor's were push-overs from the Praetorian Guard, and the Senators too, were scared of the Praetorian Guard. Even after the abolishment of the Praetorian Guard, the Emperor's and Senate kept seeing losses within their territory, and it ultimately caused people to lose faith within their government.
