George was asking for clear ice water this time because he wanted to celebrate his win for the election by taking alcohol. For alcohol, he needs to have a clear ice water. Clear ice water here signifies pure water which is not contaminated and he can take it safely. He has won the election and he wants to celebrate it in his own way and thus demands for clear ice water so that he can enjoy the moment.
