After the Battle of Kadesh in 1274 BC, the sides sought a peace treaty because of heavy casualties on both sides. And it was ratified 16 years later that battle.
Since these 2 acts allowed citizens of the US to be tossed out of the country, or locked up, without due process, political opposition came into play, and individuals that could have made a good contributions to the USA were forced out of the country.
