Boys face the risk of becoming something worse in a place that is supposed to make them better, facing bigger problems in the prejudice world. If these boys are to take a risk, or even a chance, they have all the odds against them. Because of not who they are, but of what they are seen as. Making these young boys, boys that did nothing, are made into what they are seen as. This is what Rios is saying about the lives of young boys in New York.
