After the Spanish-American War, the "C. Platt Amendment" reserved the right of the United States to intervene in Cuba's internal affairs. This was later overturned by Cuba.
The main influence or rather the main aspect of Eisenhower foreign policy was containment of Communism. He was of the opinion that if one Latin American country fell to Communism, then due to domino effect the other countries would start falling. So he wanted to stop the spreading of Communism in the Latin American countries.
