I think I would pick the second sentence. That is the last one. The people they were trying to save didn't understand them, and they didn't want to take the time to learn anything about them. They just plain disliked anyone who wasn't from their village. If it had been peace time, they would have welcomed them as tourists who had money to spend.  There wouldn't be this "Them/Us" thing going on.

You are just elbowing them and pushing them gentle out of the way. They are going in one way (or no way at all like sheep) and the soldiers the other. There is nothing mean or malicious in what the men are doing. They are just trying to get somewhere where the crowds are not.  D is a bit stronger than I would define it, but D is correct I think.
