The correct answer is - False.

The African population is the fastest growing population in the world, and it doesn't seem to show any signs of stopping this trend. Even though the food production has been increasing, big portion of the Africans suffer from malnutrition, because the food produced on the continent is not enough, and also big portion of the food is exported to the other continents despite having shortages of food which is very bad politics.
