(C) Más lento que which means "more slower than" which is actually true. Because the others are more economic than, more slower than and more uncomfortable than. I guess it could technically be any but it depends on the situation.
I think that its A because in Colombian private and public schools you have to wear a uniform but only in Spanish private schools you have to wear one.
