By repeating the same words at the beginning of each sentence, specifically the name Clark Jefferson, the speaker is employing a figure of speech known as anaphora, and he is trying to force the listeners to associate that name with negative things that worry most people (unemployment, terrorism), with the ultimate goal of discrediting him as a political leader.
