To avoid any perception of “taxation without representation,” the Articles of Confederation allowed only state governments to levy taxes. He believed that African-Americans should have their own peace of land where they could live freely and not suffer from harassment. He also supported the idea of not buying anything that was made by slaves which was also a political action.
