The 15th Amendment allowed black men to vote but the amendment did not prevent restrictions on voting procedures.

The South placed restrictions on voting such as literacy tests, poll taxes, and other such gateway programs to their voting. The states argued it was an equal process for everyone and each person wanting to vote had to go through the same restrictions. In the 1960s, legislation was added to make the voting restrictions illegal through the passage of the Voting Rights Act.
