According to his Four Freedoms speech, Roosevelt suggest D: Reducing the number of weapons available in the world  will  allow the world to have freedom from fear.

<u>Explanation</u>:

“Franklin D. Roosevelt” in his speech “Four Freedoms” emphasized on the reduction of use of arms by the countries. According to him, this way a country can protect his own citizens and would do no harm to his neighbours as well.
