Prior to this the Catholic Church in France had different problems that came from the French Revolution, they had had lands taken from them and the power of Catholic Roman Church was diminished after the French Revolution because they had separated Church and State, they were being persecuted so in 1801 Napoleon signed a treaty with the Vatican in Rome and Paris that reinstaurated some lands to the catholic church, left them to continue their activities in France with no persecution and in return it gave power to Napoleon to appoint bishops and have control over the French Catholic Church.
