There were two shutdowns in a short amount of time in those Bill Clinton’s years. The first was from November 14 to November 19, 1995. The other was from December 16, 1995, to January 6, 1995. That is why the budget crisis of 1995 affected the American people’s feelings toward President Clinton in that Americans blamed Republicans for the shutdown and Clinton’s approval ratings improved.
