The post war goals of the United States focused more on making new alliances and establishing as many military bases in other countries of the world as much as possible. They also aim to undermine governments with a democratic streak, attempting to overthrow them.

On the other hand, the post war goals of the USSR or Soviet Union focuses on the renewing and reconstructing their countries. They also aimed to make the living conditions better for the Russian citizens as well as form new alliances with other countries.

There was no national tax system and no straightforward laws of citizens rights. the articles allowed states to tax citizens which only led to an abuse of power. shays rebellion highlighted these problems because when farmers couldn't pay the states high taxes the courts just took land from them. the uprising showed politicians the need for a strong central government that would protects it's citizens (bill of rights) and oversee states rights.
