2. Running away. Other slaves prefer to leave and transfer to other villages and look for other opportunities that will make their life better.

He was supposedly invoking inherent authority when responding to the greatest crisis the United States has gone through. But the decision of appealing to his inherent authority was made during an emergency in order to act without the existence of law and in some occasions against it, for the nation's well-being.
