The Articles of Confederation was America's first constitution after becoming free from Great Britain. When developing this constitution, the delegates wanted to make a government structure that had a weak central government. This is due to the fact that the strong central government of Britain acted tyranically, forcing America to declare its independence.

However, the central government was made too weak. They could not stop acts of violence (like Shay's Rebellion) or collect taxes to pay for the development of an army.
