Answer: Proctor refuse to sign his name because according to the statement: he involved himself into something's that have brought bad repercussion or even death to some set of people, but now he feels guilty and can not carry on with the wickedness he has done, thereby he refuses to sign his name as a sign of a change of mind and heart, and he also want to begin changing his bad ways.
