American public opinion was dead-set against getting involved in foreign wars. America had long had a policy of isolationism and when it got involved in World War 1, many Americans believed that it was a pointless war to fight. 
The US tried to stay neutral with a series of neutrality acts that barred American business from doing business with any county at war and banned the sale of arms to any nation at war. Hope this helps :)

Political and economic matters are more urgent than educational change during the current transitional period.
