Sedimentary rock is formed due to weathering and erosion process, running water and winds are eroded by the igneous rocks and settle their sediments, over a period of time these sediments changed in to Sedimentary rocks. Metamorphic rock is formed from igneous and sedimentary rocks when these rocks undergoes huge amount of pressure.

From my 40 years plus as a geologist, I would say that it is very difficult to find a semi-sedimentary rock and either I have observed sediments, often quite compact but not half way towards being a sedimentary rock, still only a sediment.
