If you want proof, just look at the matter of facts. It's not B because the Soviet Union was already in the war when this happened. Mussolini didn't fall from this, nor was Germany defeated. Instead, it marked a turning point in the war.

They worked in very harsh conditions and lived in terrible shelter. The amendment made the cost lower for helping out the poor people, making the shelters for them were cheap. Because of all the strict rules in the work houses and the terrible living conditions, the poor people decided to go somewhere else and find a place where they could be treated fairly. And without the poor people, they can't improve on the poor people's experience, and they didn't want to upgrade any work houses for them.
