A. It draws a comparison between the rioters and the character.  

In prose and poetry, comparisons will often be made in order to provide readers with a more elaborate image, especially when the comparison is made to something the readers will know about.  For instance if readers are familiar with the specific character of Caliban, then the image of rioters will contain an additional facet than it would have had with only a simple description.  A comparison, it should be noted, will not be effective if readers are not familiar with that to which a comparison is being made.  For instance, if the readers are not familiar with any of Shakespeare’s works, the comparison would have been ineffective.
