A subcommittee in the United States Congress is a subdivision of a United States congressional committee that considers specified matters and reports back to the full committee standing committees usually create subcommittees with legislative jurisdiction to consider and report bills. the subcommittee considers and reports on a bill, the help to set the Senates Agenda. If either chamber does not pass the bill then it dies. If the House and Senate pass the same bill then it is sent to the President and If the House and Senate pass different bills they are sent to Conference Committee.
FDR increased the powers of the president to not only include duties of the chief executive but also as a chief legislator. Now the president could present his own policies to the congress.
