In paragraph 3, he initially exposes that the representatives chosen by a people may be honest and truly work for the sake of those they represent, or they can be corrupt and work for their own interests. After presenting such arguments, Madison then asks which one is more likely to do better when choosing representatives: a small or an extensive republic? He immediately answers that it is the extensive republic that has the odds in its favor. Paragraphs 4 and 5 develop that idea, stating the reasons for that. They basically explain that a larger number of people have a better chance at choosing properly (paragraph 4) and also at keeping watch, not allowing representatives to work and behave inadequately (paragraph 5).

In summary, paragraphs 4 and 5 are two separate explanations of why an extensive republic has a better chance at choosing its representatives well.
