B.Title of speech
The external MLA citation for a speech should begin with the name of the speaker: last name, first name. Then it should be followed by the title of the speech. However, President Obama did not author the State of the Union even though he delivered it. Because the speech is authored by the Office of the Press Secretary the author portion of the citation is omitted.
