the blue car will take a total of 6 hours to get there. so 9:30 plus 6 hours would arrive at 3:30pm.
the red car arrives there in just 3 hours but left at noon so 12:00pm plus 3 hours would arrive at 3:00 in the afternoon.
so as you can see the red car arrives first. :)
