The state of public health was deporable and decresing rapidly. With so many people dying at such a rapid rate hygiene was no longer a value.

The plague started in the plains of Asia.  European towns were slow to respond or did not respond at all. The state of public health in Europe was deplorable. Black death is said to have taken out about of the worlds population and did put measures in motion for future pandemic's.
