The answer is: content and meaning.

Evidently there could be no meaning without content. Translation is an exercise that aims at capturing the meaning of the original in order to be able to deploy it in a different language without losing the “spirit” of the original (that is to say, the sense). As such, translation does not deal with significance, relevance or technique since these attributes are not related to meaning but rather to creation: translating is not creating, it is merely conveying.
