Government" of some sort has existed for as long as humans have been around, it seems, and longer. Our ancestors were primates and mammals, and even among the uncivilized fauna of the world, pecking orders emerge.

Government is known to be a the system or group of people governing an organized community, often a state. Without government our lives would most likely be in complete chaos. Government provides us rules and organization which ultimately helps us as citizens.
