1. The feelings that are produced by the image in lines 1-3 are feelings of weariness or ones of being in a weak state. It tells us that somebody is sick or not feeling well. The grass is thin and the ground looks like blood.

2. Yes, it does inspire sympathy. The horse is weak and it is in pain, making us feel bad for the horse. And we are worried as to what will happen to the horse. The blind horse is standing skill which is also foreshadowing that something bad is going to happen in the future.
