The correct answer to this open question is the following.

Warren G. Harding (1865-1923) was the 29th President of the United States. He served from March 1921 to August 1923.

One of the most shocking scandals was the Teapot Dome Scandal that involved bribery. Albert Bacon Fall, Secretary of the Interior, was investigated by the US Senate for having leased oil reserves to private companies in Teapot, Wyoming. The other scandal was the Ohio Gang. This was a group formed by politicians of the Harding administration, led by Harry M.Daughtery, the attorney general. They were accused of corruption practices, bribery, and fraud.

Because Aaron Ogden had a state license in New York, he believed
Juliette [100K]

The question refers to the case Gibbons v. Ogden, a landmark decision by the Supreme Court of the United States. The case dealt with the power to regulate interstate commerce.

Because Aaron Ogden had a state license in New York, he believed that steamboat operators without a license needed to stay out of New York waters. Gibbons, however, believed he also had the right to navigate these waters as Cogress had began to regulate commerce in coastal areas. The Supreme Court sided with Gibbons, as they believed this to be a case not only of state trade but of the country's economic well-being.
