Then you can go to the city´s courthouse, give them the official petition document, and ask the judge to give this to whoever is in charge of the city/state. Then you need to keep calling and write a letter to the white house/whoever is in charge to ask them to make a change in what you want them to change, i´m not a good person at explaining things, but i am speaking from my experience.
