I think the reason for this transfer of residents might be caused by Dallas, Charlotte and Atlanta's favorable conditions of the black populations. They might have felt that they are better off living in this area. There must have been better laws that provide benefits and opportunities. These areas in the US have a big population of black people it helps them agree with each other.
In the Supreme Court case Korematsu v. United States, the government said that the 14th amendment A) did not apply to Korematsu because he was Japanese. During World War II, many Japanese Americans were interned into camps, because of widespread paranoia of spying since Japan was an enemy of the United States during the war. The rights of the Japanese Americans were essentially taken away.
The usual elections were held by state legislation, so the few chosen members were based off what the state(s) legislators deemed as qualified. Then came the 17th amendment that gave the rights of choosing to the people, but this was didn't happen till 1913. So you can eliminate it to 2 options, <u>B and C</u>. It's depends what year. ;) I would personaly choose <u>B</u>.
