I believe the answer is: Taxpayers have spent millions of dollars on programs to improve education

The sentence above has the most improvement because compared to others, it has significantly smoother rhythm, flow, and words pattern. When being read out loud in front of english native audiences, that sentence would sound the closest to what the audiences usually hear on their daily communication.
