Because all countries are  ran different some have KINGS QUEENS ruling countries.Some countries have free heathcare education.Healthcare is important in any country due to many reasons virus spread of dieseases.Education is important to teach our generations get people out poverty.So some countires may have more acces then others due to there goverment system..
