Attempts to promote free screening programs for tuberculosis in the 1950s largely failed because individuals did not believe tuberculosis posed a large threat to them. The fact that this affected their decision to get screened is best explained by the theory of the Health Belief Model.

This theory helps scientist and doctors to predict health behaviors. It has its origins in the 1950s and it was based on the idea that an individual wants to change his health behavior depend on some factors. These are Perceived Susceptibility, which means that people won't change their behaviors unless they consider that they are at risk. The other is Perceived Severity, that has to do with the consequences of the risk; Perceived Benefits they gain to accepts the behavior, and Perceived Barriers, that is the difficulty to do something that is going to benefit them.
