Shay's Rebellion, over the issue of refusing to pay federal taxes, showed most state political leaders that a stronger national, central (or federal) government was needed. All agreed that a group of states uniting against the federal government would lead to either dissolution or a civil war.

The federal government was given the sole power to regulate trade and alliances with foreign countries.
