The answer would be TRUE

While the indication for CPR is when the victim stop having pulse or breathing, it is a bit different in choking case. If the case could be verified as choking, the algorithm state that CPR should be done immediately after the victim become unconscious. For this case, the CPR hopefully will blow away the material that choke the victim. Conscious victim could be given a backblow or heimlich manouver.
