It would most likely be negligent toward the efficiency of the government and would slow them down since they are not appointing qualified people who spent their life working to have the job they are given. It is simply a gift for helping their friend or relative achieve their goal of being elected.

Well, the war of 1812 was probably the most challenging event faced by the United States from a direct point of view. We were severely underpowered in comparison to the great British navy, and Canada sent us packing numerous times. The war ended in a tie only because Britain didn't consider us threatening enough to make an offensive, and in reality we lost the war pretty badly.
