During the American Revolution (1775 - 1783) the 13th colonies fought against Great Britain in order to gain independence.

Georgia was one of the royal colonies (colonies that were governed directly by the British though a royal governor). Though Georgia was full of Loyalists who thought they were safer under the British troops protection, they joined the Revolution. (Loyalists or "tories" were those who remained loyal to the king, while Patriots or "whigs" were those seeking independence).

After the American Revolution United States faced a time of economic depression and political crisis. The thirteen states were ruled by a Confederation Government unified by Articles of Confederation, each state had it's own government and were sovereign.

Georgia organized a Provincial Congress that adopted a temporary constitution called the Rules and Regulations. Georgia's first constitution (1777)  included the separation of powers and rested upon the will of people, it had little protection of individual liberties and was written to empower common man. It was ratified in 1789.

There were created three branches of government (legislature, executive branch and judicial branch) but power was concentrated in the legislature, and gave the governor little executive power.
