This is through the food chain  of the ecosystem, through bio-accumulation of these compounds, Basically the eagles through arboreal , needs to feed on the prey in (which may have been contaminated with the radioactive substance) in  tropic level of the food chain to survive.

In addition, contact of Eagle with  radioactive materials on sprayed crops, vegetation,inhalation in air ,or drinking from contaminated water may be another source  for the accumulation of these compounds in the blood of eagles.
