The Articles of Confederation were the US first Constitution, it lasted from 1776 to 1789, it created a weak central government and strong state governments, this was in fact, one of the main concerns of John Dickinson. This was the main reason why the Articles of Confederation failed.

The States had too much power and the Central government was so weak that it did not have the power to tax, which made it completely dependent on the State governments for funds. This also reflected in the image of America as a country internationally, since a strong central government would be the one that represented the US.

Jochn Dickenson was the delagate from the Delaware for the committee which was appointed by the second continental congress to declare the independence of the American colonies. He was the principal writer and drafted the Articles of Confederation, he also named the new country as "The United States of America". The articles of confederation was adopted by the congress on November 15th,1777. The main concern of the document was that instead of creating a strong national government it led the states toward forming a league of friendship with each other.
