The author is defending the idea that using Sequoia trees to make lumber is as much a waste as it would be to kill and cook George Washington. The trees and Washington have much more to offer than such ridiculous purposes. That comparison, as well as the description of the Sequoia tree coming to town to defend its own cause, are humorous, making the passage light.
