The first passage talks of death striking several people, adults and children. It mentions new kinds of illnesses and people dying just a few hours after the symptoms appear. It is quite a horrifying account, making the passage dark, scary.

On the other hand, the second passage conveys its message in a much lighter way. The author is defending the idea that using Sequoia trees to make lumber is as much a waste as it would be to kill and cook George Washington. The trees and Washington have much more to offer than such ridiculous purposes. That comparison, as well as the description of the Sequoia tree coming to town to defend its own cause, are humorous, making the passage light.
