Sixty percent of the voting population in South Carolina were African American, and this assured Republicans were in control of the state government during Reconstruction. This allowed for the passage of progressive legislation that sought to improve conditions for the black communities,  more than was accomplished by any other state in the South. In 1869 the South Carolina Land Commission was created to encourage landownership among poor blacks. Francis L. Cardozo was elected as Secretary of State in 1868.  However, Organizations such as the Ku Klux Klan were active in the state and they beat hundreds of victims and murdered many public figures at this time such as Solomon Dill and James Martin. Between 1868 and 1871 South Carolina Republicans were subjected to terror.
