The line from poem “Do Not Go Gentle Into That Good Night" by Dylan Thomas. Here, the son delivers the four different categories of men to his father. A refrain is something which re-emphasizes the importance of something. Here in Ozymandias although history talks about him being a very mighty king who owned a massive kingdom, time is a very powerful factor. Time can reinforce the inevitability of death. Death was inevitable for Ozymandias too, regardless of him stay as a very powerful king.
