Answer:

Charlie and Algernon were subjected to the same test so they could see the difference between human and animal. They saw that after they did the test on algernon the he started getting smarter cause he was the dumb rat out of his family.The same with charlie since we wanted to be smart and they did test it on the rat they decided to do it on him and make him smart to. Even though they knew the risk of him not surviving to surgery.
