  2. The source of this law is a combination between a statute and a regulation.
  3. The purpose of the law is to protect peoples right to safety. This is a term established in article 3 of the Universal Declaration of Human Rights.
  4. If this law did not exist, government officials would be failing in their duty to secure the right to safety of the citizens of this country. Citizens would be exposed to worsened conditions while being driving a car or as a pedestrian.
